Anyone walking past a scene presses EMER. The system handles routing — you never see it:
Active incident commander in geographic range
L1+ user already on-scene at an open incident in range
911 handoff in parallel if life-safety flagged (RapidSOS) — JNY complements 911, never replaces
Nearest verified responder in your circles by geo proximity
Quiet circle-geo broadcast as last resort
You always get back-confirmation: "Sent. Maria K. (CERT, 0.4 mi) is responding."
Progressive enhancement tiers
L0 Citizen — anyone, no credential. Press routes to scene authority.
L1 GMRS — FCC GMRS license verified (whole family covered)
L2 Ham Technician — VHF/UHF, APRS, Meshtastic
L3 Ham General/Extra — HF off-grid (Winlink/JS8Call/VarAC)
L4 EmComm — ARES/CERT/SKYWARN cert + FEMA SID. Net control + IC.
